About Citizens Behavioral Health
Citizens Behavioral Health provides comprehensive behavioral health services through our Partial Hospitalization Program (PHP) and Intensive Outpatient Program (IOP) for adults and youth. Our mission is to deliver compassionate, evidence-based care while building healthier communities through accessible, high-quality behavioral health services.
We are seeking an experienced Executive Director to provide strategic leadership, operational oversight, and organizational direction for our growing behavioral health programs. This role offers the opportunity to guide a mission-driven organization while ensuring excellence in client care, compliance, and long-term sustainability.
Position Summary
The Executive Director is responsible for the overall leadership, management, and success of Citizens Behavioral Health. This position oversees operations, compliance, financial performance, staffing, program development, and community partnerships while working closely with clinical leadership and administrative teams to advance the organization’s mission and strategic goals.
Key Responsibilities
Executive Leadership & Strategic Planning
- Provide overall leadership and direction for organizational operations and growth.
- Develop and implement strategic goals, initiatives, and long-term planning efforts.
- Promote a culture of excellence, accountability, collaboration, and client-centered care.
- Represent the organization within the community and with external stakeholders.
- Support innovation, program development, and organizational advancement.
Program Operations & Organizational Management
- Oversee daily operations of behavioral health programs and administrative functions.
- Monitor program performance, service quality, client satisfaction, and operational effectiveness.
- Ensure organizational resources are utilized efficiently and responsibly.
- Support continuous improvement initiatives across all departments.
- Maintain effective communication between leadership, staff, and stakeholders.
Financial Oversight & Business Development
- Support budget development, financial planning, and organizational sustainability.
- Monitor financial performance, operational efficiency, and resource allocation.
- Collaborate with accounting, billing, and administrative teams on financial management activities.
- Identify opportunities for growth, partnerships, and program expansion.
- Support business development and community outreach initiatives.
Compliance & Risk Management
- Ensure organizational compliance with applicable regulations, policies, and professional standards.
- Oversee quality assurance, risk management, and performance improvement activities.
- Support audit preparation, documentation reviews, and regulatory compliance initiatives.
- Promote ethical practices, confidentiality, and organizational integrity.
- Maintain readiness for reviews, inspections, and accreditation activities.
Staff Leadership & Human Resources
- Provide leadership, supervision, and support to management and department leaders.
- Promote employee engagement, professional development, and workforce retention.
- Support recruitment, onboarding, and staff development initiatives.
- Foster a positive, inclusive, and mission-driven workplace culture.
- Address organizational challenges through effective leadership and problem-solving.
Community Relations & Partnership Development
- Build and maintain relationships with community organizations, healthcare providers, and referral partners.
- Represent the organization at meetings, events, and professional forums.
- Develop collaborative partnerships that enhance services and community impact.
- Support advocacy and outreach efforts aligned with organizational goals.
Required Qualifications
- Master’s Degree in Healthcare Administration, Business Administration, Social Work, Counseling, Public Health, or a related field.
- Minimum 5 years of leadership experience in healthcare, behavioral health, human services, or a related industry.
- Demonstrated experience managing operations, budgets, staff, and organizational initiatives.
- Strong leadership, communication, and decision-making skills.
- Experience developing and implementing strategic plans.
- Ability to build relationships with diverse stakeholders and community partners.
- Commitment to ethical leadership and client-centered service delivery.
Preferred Qualifications
- Experience in behavioral health, mental health, substance use treatment, or healthcare organizations.
- Experience leading PHP, IOP, outpatient, or community-based treatment programs.
- Professional licensure in a behavioral health discipline.
- Experience with program expansion, community partnerships, and organizational growth.
- Experience overseeing multidisciplinary teams and clinical operations.
